The County Training Advisory Council (CTAC) is a committee that operates under the auspices of the New Jersey County Jail Wardens Association (NJCJWA). The NJCJWA was established in 1959 for the purpose of sharing information concerning the operation of County Jails, to discuss topics of general interest to members of the association, and to present a unified effort to obtain objectives voted on and approved by the membership. Under the leadership of the entire Executive Board, the NJCJWA recognizes the importance of law enforcement training and is actively involved in supporting CTAC in its critically important training mission. The NJCJWA Executive Board is comprised of senior corrections executives including: Pres., Director Oscar Aviles (Hudson); V.P., Warden Roy Hendricks (Essex); Treasurer, Warden Joseph Bondiskey (Atlantic); Secretary, Warden Donald Lombardo (Cape May); and Sgt. at Arms, Director Brian Riordan (Union).
The primary goal of CTAC is to serve as a clearing house and sounding board for all training plans and programs in County Correctional facilities within the State of New Jersey. CTAC evaluates training needs and makes recommendations on training policies and procedures as they relate to county correctional facilities.
CTAC is comprised of training officers representing county correctional departments within all twenty-one (21) counties in New Jersey. Many members of CTAC are senior members of their respective departments who possess a great deal of correctional training related experience. The cumulative knowledge and experiences of this dedicated group of law enforcement professionals is shared at CTAC meetings resulting in state-of-the-art, timely, and dynamic training programs that respond to the ever changing needs of the corrections community. CTAC will be a tremendous training resource for correction officers as well as law enforcement in general in the future.
CTAC operates under the leadership of the CTAC Executive Board which is comprised of senior officers. Chairman, Tracey Tift (Monmouth), is a 21 year veteran; 1st Vice-Chairman, Sgt. Bruce Carber (Atlantic County), is a 20 year veteran; 2nd Vice-Chairman, Senior Officer Nelson Viera (Hudson), is a 21 year veteran; Recording Secretary, Officer Jacqueline Hartzog (Hudson), is a 16 year veteran; Corresponding Secretary, Sergeant-at-Arms Michael Leardi (Passaic) is a 20 year veteran; Corresponding Secretary Sergeant Charles Magill (Cape May), is a 11 year veteran; Chairman CERT/SOG Committee Lt. Jason Dembowski (Hudson), is a 18 year veteran; Liaison to the NJCJWA Training Officer Law Enforcement Sergei P. Duda (Hudson), is a 5 year veteran of HCDOC and a 25 year veteran of the New Jersey State Police.
CTAC offers a number of benefits to each and every county corrections agency within the state. Most recently, CTAC completed the enormous task of revising the entire Basic Training Course for County Correction Officers. This project involved reviewing and revising the numerous performance objectives and resulted in certification of the curriculum by the Police Training Commission (PTC) of the New Jersey Office of Attorney General, Division of Criminal Justice. This PTC certified curriculum will now be the uniform standard of correction officer training for all public safety/police academies throughout the State of New Jersey.
CTAC is presently focusing its goals for year 2012 to continue providing no cost, "Train the Trainer" instructional classes to all county correction officers in a wide variety of important subjects. These training classes are held at various locations throughout the state. Upcoming training classes can be located in the CTAC section of the NJCJWA website described below.
Tentatively, these training classes will include: Direct Supervision, Interpersonal Communication Skills (IPC), Cell Block Management, Lesson Plan Development, Annual Training Plans, Power Point Presentations, Field Training Officer training, Use of Force, Trainer Liability and Deliberate Indifference, and other as yet to be determined courses.
Additionally, CTAC has formed or is in the process of forming several standing committees, including CERT/SOG, Gang Intelligence, and Intelligence Officer, whose primary mission is to share information, experiences, and contact information. Moreover, CTAC has now included specific web pages available to each committee to share specific information like gang intelligence and officer safety information. These sub-committees will meet regularly to discuss important issues. Additional information will be contained on the NJCJWA website, http://www.njcjwa.com.
